اعلامیہ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی مؤرخہ 13/8/2026 بمقام عیدگاہ دریک راولپلاکوٹ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی آج مؤرخہ 13 اگست 2026 کو راولپلاکوٹ کے مقام سے یہ اعلامیہ جاری کرتی ہے۔ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی نے دو اگست 2026 کے اعلامیے میں یہ مطالبہ کیا تھا کہ عالمی انسانی حقوق کی تنظیموں پر مشتمل ایک تحقیقاتی کمیشن عمل میں لایا جائے تاکہ حکومتِ پاکستان، حکومتِ آزاد جموں کشمیر کی طرف سے پاکستانی زیرِ انتظام جموں کشمیر کے نمائندہ پلیٹ فارم جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کے ساتھ معاہدہ جات بالخصوص 4 اکتوبر 2025 کے تحریری معاہدے سے انحراف کے بعد جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کو کالعدم قرار دے کر اس کے رہنماؤں اور عوام کے خلاف دہشت گردی، قتل کے دفعات سمیت دیگر سنگین دفعات کے ذریعے مقدمات کا اندراج کر کے یہاں کے پرامن عوام کا قتلِ عام کرنے، انہیں جبری طور پر غائب کرنے، ان پر عقوبت خانوں میں بدترین تشدد کرنے جیسے سنگین جرائم کا ارتکاب کیا۔
جس پر اقوامِ متحدہ کے انسانی حقوق کمیشن نے غیر جانبدارانہ تحقیقات کا مطالبہ بھی کر رکھا ہے۔ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اقوامِ متحدہ سے پرزور مطالبہ کرتی ہے کہ پرامن عوامی حقوق تحریک کو بندوق اور جنگی ہتھیاروں کے ذریعے کچلنے کی کوشش کرنے کے ذمہ داران اور اس کے نتیجے میں عوام کے ہونے والے جانی و مالی نقصانات کے ذمہ داران کا تعین کیا جائے۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی بحیثیتِ مجموعی حکومتِ پاکستان اور حکومتِ آزاد کشمیر کو اس سارے عمل کا ذمہ دار سمجھتی ہے۔ نمبر دو: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی جمہوریت اور جمہوری عمل پر مکمل یقین رکھتی ہے اور یہ سمجھتی ہے کہ غیر جمہوری معاشروں اور ممالک میں غیر جمہوری، غیر انسانی اور پرتشدد رویے جنم لیتے ہیں، جس کی واضح مثال پاکستانی زیرِ انتظام جموں کشمیر میں جاری ہے۔
عبوری حکومت اور نئے انتخابات
عوام کی غالب اکثریت کی رائے کے خلاف عوام کی طرف سے ایک مسترد شدہ اور بپت... حکومت کی نگرانی میں ایسے ڈھونگ انتخابات کروائے گئے جس کو یہاں کی عوام مسترد کر چکے ہیں۔ اس طرح دنیا بھر کے جمہوریت پسند عوام بالخصوص اقوامِ متحدہ کا انسانی حقوق کمیشن بھی ان فراڈ الیکشنز پر تحفظات کا اظہار کر چکا ہے۔ لہٰذا جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی یہ مطالبہ کرتی ہے کہ حالیہ ڈھونگ الیکشن کو کالعدم قرار دے کر ایک عبوری حکومت قائم کی جائے جو موجودہ غیر مستحکم صورتحال ختم کرتے ہوئے آزاد الیکشن کمیشن کی تشکیل عمل میں لا کر وسیع تر عوامی شمولیت اور حقِ رائے دہی کے آزادانہ استعمال کی بنیاد پر جمہوری قدروں کے مطابق انتخابات کا انعقاد یقینی بنائے، جسے عوام کا وسیع تر اعتماد حاصل ہو۔
نمبر تین: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی پاکستانی پیراملٹری فورسز کے ہاتھوں نہتے اور معصوم کشمیری عوام پر چھوٹے بڑے جنگی ہتھیاروں کے استعمال، پرامن عوام کے اوپر بلا اشتعال اندھا دھند فائرنگ کر کے بلا امتیاز کشمیری عوام کے قتلِ عام، مواصلات کے نظام کو مفلوج کیے جانے، ہسپتالوں پر فورسز کے قبضے کے باعث عوام کی ہسپتالوں تک عدمِ رسائی، ماورائے عدالت تحریکی قیادت، ممبرانِ کور کمیٹی شوکت نواز میر، توصیف جراح اور تحریک سے وابستہ عوام الناس کو گرفتار و غائب کیے جانے، خوراک اور ادویات کی بندش، تمام تر تعلیمی اداروں پر فورسز کے قبضوں کے باعث نسلِ نو کے تعلیمی حرج، اور بقول پاکستان کے وفاقی وزیر رانا ثناء اللہ اپنے پیدا کردہ نان سٹیٹ اثاثوں کو جواز بنا کر یہاں کے عوام کو دہشت گرد اور ان کے نمائندہ فورم جوائنٹ عوامی ایکشن کمیٹی کو دہشت گرد قرار دینے کی مجرمانہ کوشش جیسے اقدامات کی بھرپور مذمت کرتی ہے، اور اقوامِ عالم اور پاکستانی عوام سے یہ اپیل کرتی ہے کہ بھوک اور ادویات کے بطورِ ہتھیار استعمال کرنے جیسے اقدامات کا فوری طور پر نوٹس لیا جائے۔

چونکہ... نمبر چار: چونکہ لاگ ڈاؤن طویل ہو چکا ہے، تاجر برادری اور ٹرانسپورٹرز حضرات نے بہت بڑی قربانی دی ہے، جس پہ ہم ان کو خراجِ تحسین پیش کرتے ہیں۔ عوامی مشکلات کو مدِ نظر رکھتے ہوئے جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی نے فیصلہ کیا ہے کہ تاجران ہفتے میں دو دن بروز جمعہ اور منگل، دن دو بجے تا مغرب تک اشیاءِ خوردونوش کی دکانات کھلی رکھیں گے۔
میڈیکل سٹورز اس سے مستثنیٰ ہیں، اور یہ ایس او پیز تمام چھوٹے بڑے بازاروں کے لیے ہیں۔ تاجران، ٹرانسپورٹرز اور عوام الناس سے تحریک کے وسیع تر مفاد میں تعاون کی اپیل کی جاتی ہے۔ نیز تاجر برادری سے اپیل کی جاتی ہے کہ وہ مناسب ریٹس پر اشیاء فراہم کریں، منافع خوروں پر کڑی نظر رکھیں، جن کی وجہ سے ہماری عظیم مزاحمت کار تاجر برادری بدنام ہو رہی ہے۔
بلات اور ٹیکس کا بائیکاٹ
نمبر پانچ: حکومت اور پاکستانی پیراملٹری فورسز نے کشمیری عوام کا اپنے حقوق کے لیے پرامن احتجاج پہ قتلِ عام کیا اور مزید نسل کشی کا ارادہ رکھتی ہے۔ پاکستانی پیراملٹری فورسز اور پولیس کی جانب سے تاجران کی دکانوں اور عوام الناس کے گھروں میں لوٹ مار اور توڑ پھوڑ کی گئی۔ لہٰذا جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی نے فیصلہ کیا ہے کہ ماہِ اگست سے تمام تر بلات، بجلی، پانی، گیس وغیرہ، اور انکم ٹیکس کا بائیکاٹ کا اعلان کیا جاتا ہے۔
تمام تاجر برادری سے اپیل ہے کہ وہ رواں سال انکم ٹیکس کی ریٹرن نہ جمع کروائیں۔ نمبر چھ: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی آزاد کشمیر میں جاری عوامی حقوق تحریک میں پاکستانی میڈیا کے یکطرفہ اور عوامی حقوق تحریک کی نسبت متعصبانہ رویے پر مبنی صحافت کی بھرپور مذمت کرتی ہے، جس نے حکومتِ پاکستان کے جھوٹے پروپیگنڈے کی تو یکطرفہ تشہیر کی، لیکن آزاد کشمیر کی عوام کے عظیم الشان اجتماع کو نہ صرف نظر انداز کیا بلکہ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کے خلاف جھوٹا اور من گھڑت پروپیگنڈا کیا، اور حالیہ ڈھونگ الیکشن میں بھی یکطرفہ اور جانبدارانہ صحافت کو عالمی صحافتی اصولوں کی صریحاً خلاف ورزی سمجھتی ہے۔
مسئلہ کشمیر اور حق خودارادیت
نیز جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی الجزیرہ سمیت دیگر عالمی میڈیا کو موجودہ تحریک کے حوالے سے شفاف اور غیر جانبدارانہ صحافت پر مبارکباد پیش کرتی ہے۔ نیز آزاد کشمیر اور پاکستان کے جملہ عوام دوست سوشل میڈیا ایکٹیوسٹ اور عوام دوست صحافیوں کا بھی شکریہ ادا کرتی ہے۔ نمبر سات: ریاستِ جموں کشمیر اقوامِ متحدہ کی قراردادوں کی روشنی میں ایک متنازع ریاست ہے، جس کے مستقبل کا فیصلہ جموں کشمیر کی عوام کی آزادانہ مرضی، فری ول بروئے کار لا کر ہونا ہے۔
اور کشمیریوں کا پیدائشی، تسلیم شدہ اور ناقابلِ تنسیخ حقِ خودارادیت ہے۔ آئینِ پاکستان اور پاکستان کے اصولی موقف کے تناظر میں بھی جموں کشمیر کا مسئلہ اقوامِ متحدہ کی قراردادوں کی روشنی میں حل کیا جانا ہے۔ تاہم ابھی تک نہ تو کوئی رائے شماری کا اہتمام کیا گیا اور نہ ہی رائے شماری سے ماقبل اقدامات کیے گئے، اور موجودہ عوامی حقوق تحریک میں دو ماہ سے زائد عرصے سے آزاد کشمیر میں انٹرنیٹ سروسز کو معطل کر دیا گیا ہے۔
خوراک اور ادویات کی مصنوعی قلت پیدا کر کے جزوی قحط کے حالات پیدا کرنے کی کوشش کی گئی، تعلیمی اداروں اور ہسپتالوں پر فورسز کے قبضے کے باعث عوام الناس اور طلباء کے لیے شدید مشکلات پیدا کر دی گئی ہیں۔ ایسے میں حکومتِ پاکستان بھی آزاد کشمیر کے عبوری انتظام میں عائد شدہ فرائض ادا کرنے سے قاصر رہی، بلکہ ان حالات میں اپنے مخصوص سیاسی مقاصد کے لیے ڈھونگ الیکشن کا انعقاد کروایا گیا۔
اقوام متحدہ سے کردار کی اپیل
اور اسی دوران عوام الناس کو فورسز نے اندھا دھند بلا امتیاز فائرنگ کا نشانہ بنایا۔ یو این او کا انسانی حقوق کمیشن پہلے ہی ان ڈھونگ الیکشن کے حوالے سے اپنے تحفظات کا اظہار کر چکا ہے۔ لہٰذا جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اقوامِ متحدہ سے اپیل کرتی ہے کہ یہاں کے عوام کے قتلِ عام، خاموش نسل کشی اور خوراک کی مصنوعی قلت کے باعث رونما ہونے والے انسانی المیے کو روکنے کے لیے اپنا کردار ادا کریں۔
نمبر آٹھ: خوراک اور ادویات کی مصنوعی قلت پیدا کیے جانے کے بعد مؤرخہ 19 اگست 2026 کو بھمبر سے عظیم الشان یکجہتی کارواں کا آغاز ہوگا، جو خوراک اور ادویات کا انتظام کر کے مرکزی دھرنے کے ساتھ یکجہتی کے لیے راولپلاکوٹ کی طرف آئے گا۔ میرپور ڈویژن کی عوام، عوام الناس اور اوورسیز بھائیوں سے اپیل کی جاتی ہے کہ وہ اس پرامن کارواں کو منظم اور مضبوط کرتے ہوئے اس میں عملی کردار ادا کریں۔
پاکستانی عوام کے نام پیغام
نمبر نو: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی آزاد کشمیر کی عوام کی طرف سے پاکستان کے کروڑوں مظلوم عوام کو قیامِ پاکستان کے موقع پر جشنِ آزادی کی مبارکباد پیش کرتی ہے، اور خلوصِ دل اور دردمندی سے یہ گزارش کرتی ہے کہ کل جب آپ اپنے جشنِ آزادی کے موقع پر باہر نکلیں تو حکمران طبقہ سے یہ سوال ضرور پوچھیں کہ ہمارے ٹیکس کے پیسے ہمارے علاج اور تعلیم پر خرچ کرنے کے بجائے حکمران طبقات کی عیاشیوں اور کشمیری عوام کو قتل کرنے کے لیے گولیوں پر کیوں خرچ کرتے ہو؟
