No obstruction at polling stations

نمبر ایک: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی پاکستان کے زیرِ انتظام جموں کشمیر کی عوام اور اوورسیز کشمیریوں کو پاکستانی فورسز کے ہاتھوں نہتے اور پرامن عوام کے قتلِ عام کے باوجود بہادرانہ جدوجہد پہ سلام پیش کرتی ہے، اور یہ توقع رکھتی ہے کہ تمام عوام پرامن، پُرعزم رہتے ہوئے حقوق کی اس تحریک کو پرامن رکھتے ہوئے جدوجہد کو جاری رکھیں گے۔ بالآخر انشاءاللہ فتح حق اور سچ کی ہوگی۔
شہداء کو خراج تحسین
نمبر دو: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی شہداءِ عوامی حقوق تحریک کو خراجِ عقیدت پیش کرتی ہے جنہوں نے اپنا آج ہمارے تابناک مستقبل کے لیے قربان کیا۔ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی سینکڑوں کی تعداد میں زخمی، گرفتار اور لاپتہ افراد کی قربانیوں پر انہیں خراجِ تحسین پیش کرتے ہوئے اس عزم کا اعادہ کرتی ہے کہ عوام کے حقِ ملکیت اور حقِ حکمرانی کے حصول تک ناقابلِ مصالحت جدوجہد کو جاری رکھا جائے گا۔
نمبر تین: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی پاکستان کے اندر بسنے والے جموں کشمیر اور پاکستان کے عوام کی طرف سے پاکستان کے زیرِ انتظام جموں کشمیر میں عوام کے قتلِ عام کے خلاف آواز بلند کرنے کی پاداش میں من گھڑت مقدمات کے قیام، گرفتاریوں اور تشدد کی شدید الفاظ میں مذمت کرتی ہے۔ بے بنیاد اور فرضی مقدمات میں سینیٹر مشتاق اور خواتین کو بھی گرفتار کیا گیا۔
ڈھونگ الیکشن کو مسترد کرنا
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی دنیا کی مہذب اقوام اور بالخصوص پاکستان کے انسان دوست اور محنت کش عوام سے اپیل کرتی ہے کہ وہ اس دہشت گردی اور جارحیت کے خلاف پورے پاکستان میں احتجاج کو منظم کریں۔ نمبر چار: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی 2 اگست 2024ء کے جاری کیے گئے اعلامیے کا اعادہ کرتے ہوئے موجودہ قاتل حکومت اور اس کی طرف سے رچائے گئے ڈھونگ الیکشن کو مکمل طور پر مسترد کرتی ہے، جس کو میرپور ڈویژن اور مظفرآباد ڈویژن کے عوام بھی مسترد کر چکے ہیں، اور دنیا کی انسانی حقوق کی تنظیمیں، انٹرنیشنل میڈیا بھی اپنے تحفظات کا اظہار کر چکا ہے۔
لہٰذا پونچھ ڈویژن کے عوام سے اپیل کی جاتی ہے کہ وہ اس ڈھونگ الیکشن کو مسترد کریں۔ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی نئی عبوری حکومت اور الیکشن کے نئے شیڈول کے مطالبے کو دہراتی ہے۔ نمبر پانچ: جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی تاجر برادری اور ٹرانسپورٹ برادری کی عوامی حقوق تحریک میں بہت بڑی قربانی کو قدر کی نگاہ سے دیکھتی ہے، تاجر اور ٹرانسپورٹ برادری سے امید رکھتی ہے، آزاد جموں کشمیر کی تمام تاجر اور ٹرانسپورٹ برادری سے امید رکھتی ہے کہ آئندہ حالات میں بھی وہ رضاکارانہ پہیہ جام اور شٹر ڈاؤن کو جاری رکھتے ہوئے اپنا تاریخی کردار ادا کرتے رہیں گے۔
عالمی میڈیا کا شکریہ
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی میڈیا اور انسانی حقوق کی عالمی تنظیموں کی انتہائی مشکور ہے جنہوں نے 5 جون سے اب تک پاکستان کے زیرِ انتظام کشمیر میں پاکستانی فورسز کی جانب سے نہتے اور پرامن عوام کے قتلِ عام، ظلم اور بربریت اور بدترین دہشت گردی کو بے نقاب کیا۔ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی انٹرنیشنل میڈیا اور انسانی حقوق کی عالمی تنظیموں سے امید کرتی ہے کہ وہ اپنا کردار ادا کرتے رہیں گے۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی پاکستان کے زیرِ انتظام جموں کشمیر کے عوام الناس، خواتین، بچوں سے اپیل کرتی ہے کہ ریاستی دہشت گردی کے خلاف مورخہ 13 اگست 2024ء کو تمام چھوٹے بڑے شہروں، دیہاتوں میں اور 10 جون سے جاری احتجاجی دھرنوں میں بھرپور احتجاجی مظاہرے کریں اور پورے خطے میں پرامن دھرنوں کو منظم کریں۔ نیز 13 اگست کو اوورسیز کشمیر کمیونٹی کو بھی، وہ بھی بیرونِ ممالک احتجاجات کو منظم کریں۔
تیرہ اگست کا نیا اعلامیہ
مورخہ 13 اگست 2024ء کو جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اقوامِ متحدہ کی 13 اگست 1948ء کی قرارداد کی روشنی میں اپنا ایک نیا اعلامیہ جاری کرے گی۔ [تالیاں] ایک تو یہ کہ الیکشن کے حوالے سے چونکہ ہم پرامن جدوجہد کر رہے ہیں، ہم جمہوری پروسیس کے خلاف نہیں ہیں اور نہ ہی جمہوری اقدار کے خلاف ہیں، ہم خود جمہوری اقدار کے اس تناظر میں اپنی جدوجہد کو جاری و ساری رکھے ہوئے ہیں۔
لیکن کہیں بھی ہماری طرف سے یہ نہیں ہے کہ کہیں جبر کے بنیاد پہ کوئی بھی عمل کیا جائے، جس طرح ہمارے پچھلے تین سالوں میں اور بالخصوص اس دو ماہ کے اندر ہماری تاجر برادری کو کسی نے مجبور نہیں کیا کہ وہ شٹر ڈاؤن رکھیں، ٹرانسپورٹ برادری کو کسی نے مجبور نہیں کیا کہ وہ اپنی ٹرانسپورٹ گاڑیاں کھڑی رکھیں، بلکہ دونوں شعبوں نے رضاکارانہ طور پہ اپنی گاڑیاں، اپنے شٹر ڈاؤن کیے۔
الیکشن پر ہمارا مؤقف
اسی طرح اگر الیکشن ہمیں، ہم کہہ رہے ہیں یہ ڈھونگ الیکشن ہیں، یہ فراد الیکشن ہیں۔ اس کے باوجود ہمارا کام ہے اپنی عوام کو اس سے اپیل کرنا، کیونکہ ہم اسے مسترد کر چکے ہیں، دونوں ڈویژن کے اندر مسترد کر چکے ہیں۔ تو ایسے میں ہم قطعاٌ جو الیکشن یہاں پہ کروانے کی کوشش کی جا رہی ہے، تو ہم نہ تو اس کا بائیکاٹ کرتے ہیں اور نہ ہی جو ہے ہماری طرف سے یہ ہے کہ ہم جبر کے بنیاد پہ الیکشن رکاوائیں۔
ہمارا کوئی یہ ایجنڈا نہیں ہے کہ ہم الیکشن کو رکاوائیں یا زبردستی پولنگ اسٹیشنوں پہ جا کے کہیں کوئی رکاوٹ پیدا کریں۔ ہم اپنا پیغام جو ہے اپنی عوام تک پہنچا رہے ہیں، پہنچاتے رہے ہیں، کہ یہ جو اس وقت الیکشن ہو رہے ہیں، یہ جبر کے بنیاد پہ ہو رہے ہیں، تو ایسے الیکشن جو ہیں، یہ ڈھونگ الیکشن ہیں، عوام سے ہم جو اپیل کرتے ہیں کہ وہ ایسے الیکشن کو مسترد کریں۔
پولنگ میں عدم مداخلت
ہم مسترد کی اپیل کرتے ہیں، اس کے باوجود کوئی پولنگ اسٹیشن پہ جاتا ہے، جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی سے وابستہ کوئی بھی فرد، کوئی بھی کارکن اس تحریک سے وابستہ وہ جبر کے بنیاد پہ کہیں کسی کو نہ تو کوئی رکاوٹ پیدا کرے اور نہ ہی کسی کو جبر کے بنیاد پہ پولنگ اسٹیشنوں پہ جانے کے لیے روکے۔ انہوں نے جو کرنا ہے وہ کر لیں گے، ہم نے جو کرنا ہو گا وہ کر لیں گے۔
کسی صورت اس طرح کے بندوقوں کے سائے تلے ہونے والے الیکشن یہاں کی عوام پہلے بھی مسترد کر چکے ہیں اور اب بھی مسترد کرتے ہیں، مسترد کرتے ہیں۔ [تالیاں] اس سے کوئی فرق نہیں پڑتا۔
